Very simple wallpaper:

First of all open the image you want. I opened a image with Adriana.
(Note its good if the image has a white/grey background)

Then i opened a new document with the sice 800x600 and then paste your image and place it in the center!

Then chose a color you like. And then make a new layer and fill it with that color and then set the blend mode "Multiply"

Then delete the parts on the image simillar like this:
(So that you have like an almost glowing effekt of the image)

And then i opened this texture:

Then i re-sized the texture so it would cover up the whole wallpaper and then i pasted it into the wallpaper and set it to "Soft light"

Then i erased the parts that covered the body so it will look like this.

Then i opened another texture:

Then i pasted it into the wallpaper and set it to "Screen" so it will look like this:

And then i wanted to have a bit cooler colors on the wallpaper so i made a new selective color layer
Layer/New adjustment layer/ Selective color
and i had these settings:
NEUTRALS : +36,+35,-29,-32
(You can play around with the settings to make your image look the best)
And here´s my final results:

And you can add brushes and text to make it look less boring.
